Walter brings over 30 years of experience in energy law, corporate transactions, and securities law to Duncan & Allen. Before joining the firm, he co-founded Burke & Foskett in 1996 and was a partner at McDermott, Will & Emery, where he specialized in the energy and electric utility sectors. He has provided legal counsel to major electric utilities and their subsidiaries, both regulated and unregulated, throughout his distinguished career.

Walter’s extensive background in the energy industry includes serving as General Counsel for World Energy, a global biofuels company, from 2007 to 2013, and as a member of the Hingham Municipal Light Board, which oversees the municipally owned electric utility in Hingham, Massachusetts, from 1995 to 2015. He also served on the Board of Directors of Energy New England from 2011 to 2015 and continues to provide legal advice to the organization. Currently, he serves on the advisory board of Microbe Detectives, LLC, a biotech startup pioneering DNA genetic sequencing methods to analyze environmental organisms.

Walter is a seasoned negotiator with significant expertise in contract drafting, strategic business planning, and risk management. His energy sector experience includes power supply contracts, power plant project financing, energy services agreements, cooperative formation, and the development and negotiation of engineering, procurement, and construction contracts. He has also worked on municipal utility initiatives such as electrical aggregation, regulatory compliance with the EPA, and logistical procurement contracts involving terminal, truck, railcar, and ocean-going vessel transportation.

In addition to his energy focus, Walter offers extensive corporate and transactional expertise. His experience includes stockholder and operating agreements, executive employment contracts, mergers and acquisitions, asset purchases and sales, venture capital financing, public and private securities offerings, tax-exempt industrial revenue bond transactions, and commercial and real estate loan transactions. He advises clients through all phases of business planning and growth, including corporate structuring and succession planning. His diverse client base spans energy, software, financial services, and metagenomics companies.
