Natalie focuses her practice on representing consumer-owned utilities, environmental groups, and state commissions in matters before the Federal Energy Regulatory Commission (FERC), federal courts, and state utility regulatory agencies. Her expertise encompasses a wide range of issues, including renewable energy and climate policy, contract negotiation, mergers and acquisitions, regulatory compliance, settlement negotiations, litigation, and Regional Transmission Organization (RTO) and Independent System Operator (ISO) matters.
Natalie has recently represented an environmental group in a challenge before the United States Court of Appeals for the District of Columbia Circuit, opposing FERC’s approval of an affiliate-backed pipeline funded by captive gas utility customers. She also assisted an electric cooperative in its efforts to reduce unjust and unreasonable Open Access Transmission Tariff rates. Additionally, Natalie has advised a state public utility commission in its successful efforts to lower a gas pipeline’s return on equity to just and reasonable levels.
