Jason has dedicated his entire career to serving customer interests in energy and administrative law. For nearly two decades, he has provided comprehensive representation and counsel to customers in utility-related litigation before FERC, state public utility commissions, and state and federal courts. His experience includes serving as lead counsel in evidentiary hearings at FERC under Sections 205 and 206 of the Federal Power Act and Sections 4, 5, and 7 of the Natural Gas Act. He has also served as lead counsel in rate cases and merger proceedings before multiple state commissions.
Jason has extensive experience helping clients vindicate their rights on appeal when their interests are adversely impacted by agency decisions. In addition to serving as lead counsel or co-counsel on numerous appellate briefs before state and federal courts, Jason has presented oral argument before the US Court of Appeals for the District of Columbia Circuit and Seventh Circuit, as well as the District of Columbia Court of Appeals.
In addition to representing clients in administrative litigation and related appeals, Jason routinely advises clients regarding proposed rulemakings; renewable energy policy; local, state, and federal legislation; compliance and enforcement matters; stakeholder processes administered by RTOs/ISOs and member-owned organizations; transactional matters and project development, including PPAs, sleeving arrangements, and interconnection agreements; and informal and formal settlement negotiations.
Jason joined Duncan & Allen LLP as a Partner in November 2018 after 10 years of practice at another DC-based energy law firm. His partners elected him to serve as Duncan & Allen LLP’s Managing Partner in July 2025. In that capacity, Jason manages the firm’s day-to-day operations and is responsible for financial oversight, human resources, and business strategy/development. Prior to entering private practice in 2008, Jason served as Assistant General Counsel and Litigation Counsel to the Kansas Corporation Commission, which is where he began his career as a law clerk while in law school.
