Ashley specializes in representing consumer-owned utilities in proceedings before the Federal Energy Regulatory Commission (FERC), as well as in federal and state courts and before state utility regulatory agencies. She provides strategic counsel to electric municipalities and cooperatives on matters such as contract negotiation, mergers and acquisitions, regulatory compliance, and litigation.

In addition, Ashley has extensive experience advising clients on the Federal Aviation Administration’s (FAA) regulations concerning Unmanned Aircraft Systems (UAS or drones). She frequently speaks on the integration of drone technology in the energy sector.

Ashley’s recent engagements include:

  • Representing a Kansas municipally owned utility in opposing Great Plains Energy’s acquisition of Westar Energy.
  • Assisting a group of Massachusetts municipally owned utilities in successfully advocating for reduced New England transmission return on equity rates.
  • Advising a California municipally owned utility on deploying Unmanned Aircraft Systems prior to the implementation of FAA Part 107 regulations.
  • Counseling public power systems and consumer advocates on proposed formula rate evaluations.

Ashley combines her regulatory expertise with a forward-looking perspective on emerging technologies, ensuring clients are equipped to navigate today’s complex energy landscape.
