Rob Shapiro has more than 30 years’ experience in energy, public utility and environmental law in Massachusetts and New England, including extensive work involving renewable technologies. Rob represents generation companies, retail electricity and gas suppliers, and large retail end-use customers in a wide range of state and local regulatory and permitting matters.

Prior to joining Duncan & Allen, Rob was a partner at Rubin and Rudman for more than 20 years, where he represented clients in siting and permitting matters, as well as in regulatory proceedings regarding resource procurement, industry restructuring, energy efficiency, and renewable development and licensing.

As a former General Counsel to the Massachusetts Department of Public Utilities (DPU) and former Executive Director and General Counsel to the Massachusetts Energy Facilities Siting Board (EFSB), Rob knows how these agencies work and he has a demonstrated track record of helping clients work through the DPU and EFSB processes to obtain favorable outcomes. Rob has appeared extensively before the EFSB in matters involving petitions to construct generating facilities, transmission lines and gas pipelines, and has worked on a wide range of DPU cases, including zoning exemption cases, resource procurement and contract proceedings, energy efficiency matters, and rulemakings. Rob also has experience in contract and tariff matters.

Rob has done significant work on renewable energy matters – representing developers of wind projects in procurement proceedings and helping solar developers, host customers and landowners navigate the complex contractual, interconnection and regulatory requirements associated with solar facilities.
