Robert Shapiro

Rob brings over 30 years of experience in energy, public utility, and environmental law in Massachusetts and throughout New England, with a strong focus on renewable energy projects. He represents generation companies, retail electricity and gas suppliers, and large retail end-use customers in a wide range of state and local regulatory and permitting matters.

Before joining Duncan & Allen, Rob was a partner at Rubin and Rudman for more than 20 years, where he advised clients on siting and permitting issues as well as regulatory proceedings involving resource procurement, industry restructuring, energy efficiency, and renewable energy development and licensing.

Rob’s extensive public service includes roles as General Counsel to the Massachusetts Department of Public Utilities (DPU) and Executive Director and General Counsel to the Massachusetts Energy Facilities Siting Board (EFSB). His deep understanding of these agencies’ operations enables him to guide clients effectively through the DPU and EFSB processes, achieving favorable outcomes. Rob has appeared extensively before the EFSB on matters such as petitions to construct generating facilities, transmission lines, and gas pipelines. He also has significant experience in DPU cases involving zoning exemptions, resource procurement, contract proceedings, energy efficiency initiatives, and rulemakings, as well as in contract and tariff matters.

Rob has substantial expertise in renewable energy, having represented wind developers in procurement proceedings and assisted solar developers, host customers, and landowners with navigating the complex contractual, interconnection, and regulatory requirements associated with solar energy projects. His comprehensive knowledge and practical approach make him a trusted advisor for clients seeking innovative solutions in the evolving energy landscape.
