On November 12, 2024, Jason Gray gave a presentation at the Annual Meeting of the National Association of State Utility Consumer Advocates. Mr. Gray highlighted areas where FERC’s continuing inaction has had a substantial, adverse impact on customers. These areas include: (1) the Supplemental Notice of Proposed Rulemaking in Docket No. RM20-10 regarding reforms to FERC’s policy on transmission incentives, which has sat dormant for nearly four years; (2) the Notice of Inquiry in Docket No. AD22-8 regarding the recovery of association dues through wholesale transmission rates, which has had no meaningful activity in nearly three years; and (3) the technical conference proceeding on cost containment and transmission planning, which has seen no action on the merits in over two years. Mr. Gray also provided insight into recent orders concerning the methodology for establishing base returns on equity and the recovery of costs associated with the provision of reactive power.
