Jason Gray was invited to speak at the Mid-Year Meeting of the National Association of State Utility Consumer Advocates on June 10, 2024 in Madison, Wisconsin. Mr. Gray’s presentation focused on recent developments at FERC, including new rules or proposed policy changes to regulations governing regional transmission planning, FERC’s backstop siting authority, generator interconnections, and wholesale ratemaking for reactive power service. Mr. Gray’s presentation also highlighted areas where FERC’s inaction has a substantial impact on utility consumers, e.g., reforms to policies governing incentive rate treatment, complaints and remand proceedings involving the methodology to establish base returns on equity, etc. Mr. Gray’s presentation can be accessed at https://www.nasuca.org/wp-content/uploads/2024/01/JGray-Slides-NASUCA-June-2024.pptx
